At the Arkansas Capitol: Senate Passes Human Heartbeat Protection Act

By: KARK 4 News
Updated: January 31, 2013
The Arkansas Senate has passed the Human Heartbeat Protection Act.

Today's vote for the bill was 26 to 8.

Sponsored by Conway Senator Jason Rapert, the act bans all abortions once doctors detect a fetal heartbeat.

The bill makes exceptions for rape, incest and when the health of the mother is in danger.

The bill had previously passed in a voice vote in the Senate Public Health Committee on Wednesday.

I'm with you Nick N. I'm almost embarrassed for Laura to of said something so completely ignorant. I never log in to anything to comment but this was definitely an exception.

You are absolutely right Laura. The child does not live inside the mother. The child does not need the mother to live. I am pretty sure there is some chord attached to the fetus? Not real sure? Can you define part of? I am pretty sure if the mother dies before the child is born then the baby will probably die? Your comment is the most outlandish stance I have ever heard. Not apart of the mother. Wow.

I'm sooooo against abortion!!!! I on the other hand do believe in birth control!!! If you are havin [censored] then take some responsiblity for you own actions for crying out loud use birth control!!!! I'm prayin that Governor Beebe see fit to sign it. As to Sherry M. If a woman DOES NOT WANT to have children. I have two words BIRTH CONTROL!!! They made the exception to the rule for those that unfortune ladies that have tradgety strike them!!! A heartbeat means the child is living and as a human being has a right to live. Using abortions as a means of birth control IS WRONG!!!

Oh, and Sherry? I sure hope you never HAD any! I'm sure they were miserable growing up if so.

OK, let me start by saying this is AWESOME that they are doing this! As to Sherry, who are you to say who lives or dies? I am a woman, I HAVE had abortions, 2 of them in fact, after having many children. Why? Because my HUSBAND at the time did not want more kids, nor want me to go thru the hard time I did after having the last child. However, not only did it devastate me, but I live with it now. I did have one more baby after those, as I left my husband after a hard life with him. I say, if you do not WANT kids, do not have [censored]!!!! DUH! It's as simple as that! I will always have it over my head that my babies did not get a chance. However, I thank God that He forgave me for it, and those babies are in Heaven! So your saying it takes away the rights of a woman???? HUH???? No, THEIR right is to NOT GET PREGNANT if they don't want kids! OMG! THAT is common sense! Oh, and it doesn't take a Republican to figure THAT one out! Or at least it shouldn't!

The child is not part of the woman's body.... It is a totally separate human being. I'm personally thrilled that we have a committee that can see that our "womanly rights" end when it becomes threatening to another human.

Laura L. January 31, 2013 at 1:09 pm

How can you deny this right to women???? That is the only beef I have with the Republican party, and that is a big one. This is completely irresponsible, and I am appalled that you have the audacity to dictate what a woman has to do with her body. I am too old to have any more children, but this is so wrong. Women should not be forced to have children. Period.
