Arkansas Governor Mike Beebe says he'll sign another bill restricting the use of taxpayer dollars for abortions when health care exchanges start next year.

Arkansas law already prohibits taxpayer dollars for abortions, but the bill sponsor wanted the state to be able to "opt-out" in case federal law changes in the future.

So far 18 other states have "opted out" of this portion of the Affordable Care Act since congress passed it three years ago.
