Dayong Yang could not hold back the tears today as he said goodbye to his wife, 38-year-old Jinglei Yi.

Dozens joined him Sunday gathering at her funeral and honoring a life taken too soon.

Last week Yi called 911 after she lost control on some ice and drove into a pond on Cooper Orbit in Little Rock.

In the near 45 minutes it took for emergency responders to arrive Yi called her husband frantic as water rose in her car.

Yang told her, "Call 911 again, don't hang up, just keep talking."

Yi drowned in the car.

The couple's five-year-old son also inside survived but was still in the hospital today.

Yang spoke out today out for the first time as he laid his wife to rest.

Yang says,  "It should never have happened."

The 911 system he says is to blame.

"Come up with solution right away so other families will not go through what we are going through," he adds.

The city of Little Rock is still investigating why it took so long to respond to Yi's 911 call.

In the meantime, the dispatcher who took the call has been relieved of duty.
