A Chevrolet Caprice was stopped on Arch street near Kerry road for having an unusual, apparently hand-made license plate.

A Sheriff's Deputy says when she asked for the man's driver's license he became uncooperative.

She called for backup and waited for more officers.

The man's wife pulled up across the street.

Several officers had to subdue the initial suspect, one used a Taser.

The woman allegedly jumped out of her car and stopped traffic, yelling and screaming at the officers.

Chandra Russey has been charged with 6 counts of terroristic threatening.

Marco McCormick was charged with one count of resisting arrest and other charges.
