The Pulaski County Sheriff's Office (PCSO) says Jeffery S. Hynson, 30, of Alexander, was taken into custody Tuesday night after the stop turned into a struggle with deputies.
He's charged with Possession of Marijuana, Possession of Drug Paraphernalia, Resisting Arrest, Obstructing
Govt. Operations, Disorderly Conduct, Speeding 56 in 35, following too close, Careless and Prohibited, and Littering.
Hynson was pulled over along Lawson Road around 6:30 after a deputy began following his Nissan Maxima sedan. The deputy's report noted that Hynson was going 62mph in a 50mph zone before he entered a 35mph zone and began following the car in front of him too closely.
After Hynson's car was stopped, deputies say he refused to cooperate with them by at first not providing license and registration information he later gave them, but then ripping up the ticket he was written.
One deputy suffered a minor cut to the hand while trying to get Hynson into handcuffs.
Hynson told deputies he did not have to give them any information, said that laws were not necessary, and refused to sign his ticket, the PCSO said.
A search of the man's car turned up suspected marijuana and some pills later determined to be over the counter medication, according to the incident report.
When Hynson was asked if he was a "sovereign citizen" he said he had become one after reading about it on the internet. The man reportedly also told deputies he suffered from Impulsive Control Disorder.
Hynson bonded out of jail this morning.
