Is a small tornado still stronger than a hurricane?
Define stronger? In terms of a snapshot of wind speed tornadoes will almost always be "stronger" than a tornado. But a hurricane is about 1,000,000,000,000 times bigger and contains gazillions of gallons of water, they are entirely stronger on a large scale than tornadoes.
