It happened Wednesday morning just before 11 o'clock, shortly after Leotis Rodgers, 31, had been standing at the records window.
A deputy in the hallway smelled the odor and followed Rodgers out to his truck in a back parking lot.
That's where the man told the deputy he had just smoked a "blunt" before coming into the building, then admitted he had a scale in his pocket and some marijuana inside his vehicle.
When the deputy looked inside Rodgers' truck, be found a plastic bag in a middle console that had 14 other plastic bags stuffed inside, each containing marijuana, the incident report said. The report also noted that Rodgers' truck also had a strong odor of pot.
Rodgers was taken into custody for possession of marijuana with the purpose of delivery and possession of a controlled substance within close proximity to certain facilities.
Rodgers was held on $10,000 bond and was released Thursday night after making bail.
