Advocates against House Bill 1418, or "Highway Robbery," as its been labeled, would take money away from programs like education, higher education, pre-k, healthcare, child welfare and public safety, and divert if over to the Highway Department.
Advocates say it's not that they are against the Highway Department, but they are against taking money away from much-needed programs.
"There isn't any mechanism in place to protect these programs, once the threshold is crossed, all the money goes into highways and roads and we need a well-educated workforce, we have more jobs that are being passed over in the state." says Brett Kincaid, with Arkansas Advocates for Children.
If the bill is passed, it would take effect in 2015.
