New Bill Aims to Ban Smoking in Public Places

An Arkansas lawmaker wants to ban smoking in all public places, even bars that fought for exemptions.
 
The Clean Indoor Air Act of 2006  banned smoking in many public places, like restaurants.
Now, Representative John Walker is going after the handful of places that are left.  If House Bill 2119 passes, it would strike smoking from the list of indulgences people can enjoy at places like West End in Little Rock.

"When they pass stuff like that,  that's like them saying, 'I don't care about your choice,'" says customer and cigar smoker Michael Davis.

The Monday evening crowd was mixed, with smokers sitting next to former smokers and non smokers. While some mentioned off camera they like the idea of the ban, many others expressed opposition.

"I believe owners of bars have the right to say whether you can smoke," says Willie Hinton, a non-smoker.
 
Manager Eddie McDonnell says the bill would hurt business.

"It's going to have a huge impact for us. For people, it goes hand in hand they drink and they smoke," McDonnell says.

He says the restaurant has gone a long way to try and accommodate both smokers and non smokers. They sell cigarettes at the bar and have spent thousands on a smoke vents. 

"We have smoke eaters up here, what they do is filter air," he pointed out.

Most importantly, he says they have a sign warning all patrons they have a choice before they step through the door.

The bill's sponsor says he wants to ban smoking in all commercial establishments that invite the public inside that would include bars and casinos, including Oaklawn.

He says he's trying to limit the amount of people exposed to secondhand of smoke.

According to state health department secondhand smoke is the third leading cause of preventable death in the Arkansas. The department estimates roughly 575 Arkansans die each year from exposure to someone else's smoke.

In answer to the two previous comments: 1) Your decision to risk your health is not a "right" The fact is many smokers will light up around people who do not want to smell it, including chose with breathing conditions that are adversely effected by secondhand smoke. In all actuality, there are a number of laws for clean air, not smoking privledges. 2) Revenue generated by people purchasing cigarettes is not going to restore health to those who have allergic / asthmatic reaction to secondahand smoke. I understand that smokers feel that their rights are being stepped on, but that isn't so. For one, it isn't a right, just like driving isn't a right. But it has been determined that being able to breath clean air is. Smoking itself, and secondhand smoke has been determined to have adverse effects to peoples health. I for one hope these bills pass. And, for your information, I used to smoke.

All these "lawmakers" and non-smokers that support this ban need to think of where the revenue is going to come from if smokers have to move away from AR. Are you going to pay for everything that the smokers are now paying for?
