Arkansas received a B minus, the fifth-highest grade in the country, thanks to high scores for standards (A), teachers (B plus), and college preparedness (A).
But Natural State schools received a D for achievement.
Asked about Arkansas' showing in the rankings, Governor Mike Beebe referred to Alabama's win in the BCS National Championship Monday.
"I like what Nick Saban said the other night, let's celebrate for 48 hours and let's go to work. And that's really what we've got to do," Beebe said.
The governor said some scores were based on generational factors, and won't change anytime soon, but he said test scores leave room for improvement.
"We got some major work to do in that regard," Beebe said. "It's not done overnight, but we have to continue the progress in that regard."
