Church Youth Director Arrested for Sexually Assaulting 16-Year-Old Girl

A church youth director in Dierks is facing charges of sexual assault.
Officials say 36-year-old Amy Fennell is accused of having a relationship with a 16-year-old female.
The relationship was discovered after the teen's parents called Howard County deputies saying their daughter ran away.
Text messages with Fennell that indicated a physical relationship were then found on the teen's phone.
Fennell confirmed the relationship to deputies, and the teen was found a short distance from home.

Isn't the unrestricted legal age of consent in Arkansas 16? If they were "having a relationship" then it doesn't sound like it was a forcible [censored] or something. Why exactly was the 36 year old charged with a crime?
