"We will make every effort to provide safe, decent and affordable housing for the tenants and future tenants," says Randy Beaver, owner of Alabama-based Sunbelt Management.
His company took over Valley Heights Apartments in mid-October.
The city earlier this year filed suit against the prior owner, citing on-going crime problems as its rationale for trying to shut down the low-income complex.
City Bruce Moore says the city still aims to have the apartments shut down.
Beaver says his company has made improvements to the complex and has hired a new management team. He also says he hopes the city will give the complex a chance to move forward.
