Family Council director Jerry Cox says given the fact it's the Arkansas Scholarship Lottery, it's surprising that only 1/5 of the revenue actually goes to students.

In a committee meeting Tuesday, lawmakers learned the lottery is in dire straits. Sales are down while more and more students are applying for scholarships.

Committee members say they have to make some big changes, cuts, or restructuring.

Cox says it wouldn't be necessary if the lottery raised the amount paid to scholarships from 20% to 30%, enough he says to cover all the students who've already been awarded scholarships and then some.
