LRPD Releases Officer-Involved Shooting Investigation File

The 1,136 page report paints a more vivid picture of what happened that night from many of the people who were on the scene. The two teenagers who were riding with along with the shooting victim, 15-year-old Bobby Moore the night he was shot told investigators they started the day playing video games and looking for parties, then ended up breaking into cars at Shadow Lake Apartments.
The incident happened early August 12th and police are just now releasing the investigation file. The two unidentified teenagers admitted they'd stolen from 6 cars that were left unlocked before hopping into a stolen Honda along with Moore. They said they were not speeding but simply leaving the complex when Officer Hastings hopped in front of the car, yelled for them to stop and began firing. While Officer Hastings claimed the car was coming toward him, officers reconstructed and reenacted the scene using a nearly identical car.
They determined the car Moore was driving was moving away from Hastings. They also snapped pictures of the gun they found in the car. Moore's friends said, the gun was his, but they did not use it during the burglaries and did not have it out when the shooting happened.
Officer Hastings has been charged with manslaughter and fired from the department. His attorney says they are appealing the department's decision to let him go and they dispute the charges.
