By September 30th, the health of half of Arkansas' children could take a turn for the worst.  That's the grim prognosis for youngsters covered by AR Kids First insurance, if the president vetoes the bill to reauthorize the program's funding.  Monday several democrats in Arkansas' congressional delegation teamed up with Governor Beebe to encourage George Bush to reconsider.  Right now Bush is saying the private sector should be able to donate funds to give health insurance to 6.6 million kids nationwide...100,000 of them in Arkansas.  Senator Mark Pryor says the country's been waiting on the private sector for 25 years.  Once lawmakers return from the current recess they plan to try and smooth out any difference in house and senate versions of the bill.  If that work isn't finished or the president hasn't acted on what's been done, Pryor and others are hoping for an extension to keep kids covered.
