Arkansas Governor's Office Prepares to Grant Nine Pardons

Governor Mike Beebe announced his intentions today.
Beebs's office has also denied an additional 24 clemency requests and taken no action on 22 others. These include requests from both inmates and non-inmates.
The nine applicants intended for pardons have completed all jail time, fulfilled all parole-and-probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the pardons before final action is taken.
- Michael Barrow (Marmaduke): Residential Burglary, Theft of Property. This notice is issued based on the date of conviction (2000 - Greene County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
- Jimmy Cowan (Dover): Burglary, Grand Larceny. This notice is issued based on the date of conviction (1973 - Pope County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
- Kelsey Edwards (Fort Smith): Possession of an Instrument of Crime. This notice is issued based on the date of conviction (2008 - Sebastian County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
- Randy Golden (Hot Springs): Delivery of Marijuana. This notice is issued based on the date of conviction (1993 - Garland County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
- Shannon Bayless Morrison (Hot Springs): Delivery of LSD. This notice is issued based on the date of conviction (1992 - Garland County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
- Shane Staggs (Little Rock): Burglary, Theft of Property, Theft by Receiving, Battery. This notice is issued based on the dates of conviction (1991 - Pulaski County, 1997 - Pulaski County District), the fact that all terms of the applicant's sentences have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
- Scot Waldo (Sherwood): Delivery of Methamphetamine, Possession of Methamphetamine with Intent to Deliver, Possession of Drug Paraphernalia and Instruments of Crime. This notice is issued based on the dates of conviction (1990, 2002, 2003 - Pulaski County, 2001 - Sherwood District), the fact that all terms of the applicant's sentences have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
- Jason Walton (Jonesboro): Delivery of Marijuana. This notice is issued based on the date of conviction (1999 - Craighead County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. - James Watts, Jr. (Searcy): Possession of Methamphetamine with Intent to Deliver, Possession of Drug Paraphernalia .
