Businessman Carl Redus surged ahead in the runoff election becoming the first Black Mayor in Pine Bluff.
Redus clinched 62 percent of the vote from State Senator Brenda Gullett.
Redus says he hopes to unite the city and enforce a zero-tolerance policy on crime.
He also plans to meet with business leaders in hopes of attracting industry and creating jobs.
Redus takes office on January 3.
