Capital City #1 In Negative Behavior Toward Homeless

The Capital City ranks #1 in the nation for meanness toward homeless people, according to a new report. The National Coalition for the Homeless based the ranking on the number of anti-homeless ordinances and the manner in which those ordinances are enforced. The city dismissed those findings. Leaders say there is money in the budget designated for homeless issues and they are working on short and long-term plans.
