New United States Census Bureau numbers show the widening gap between the richest and poorest Americans. George W. Bush and John Kerry both say they have the plan to change the trend. Here`s a look at what both candidates are proposing. Bush: bringing down health care costs through tort reform; bringing down energy costs by passing the administration`s energy plan; and providing tax incentives for small business growth. Kerry: cutting taxes for middle-class Americans to balance out what the campaign calls the "unfair" cuts of the Bush administration; investing in new, technology-based jobs to replace the well-paid jobs lost to outsourcing.
