Can State Ban Homosexuals From Being Foster Parents? : Trial Tuesday Will Determine

A trial this week is to determine whether the state can ban homosexuals from serving as foster parents. The Child Welfare Agency Review Board imposed the ban in March 1999 and was sued a month later. A bench trial is to start tomorrow before Pulaski County Circuit Judge Tim Fox. At issue is whether someone should automatically be excluded from being a foster parent because that person or someone in the home is homosexual. Nebraska is the only other state with a a similar ban. Arkansas` child welfare board imposed the 1999 ban after one of its members argued that children were better off being raised in a home with a mother and a father. The American Civil Liberties Union says the state ban is based on stereotypes that are not grounded in science or social research.
