Less than a week after telling the nation his plan for health care reform in his State of the Union address, President Bush brought the message personally to Little Rock. The President spoke to physicians at Baptist Health Center. His plan includes placing a $250,000 cap on medical malpractice awards. He says frivolous lawsuits are raising the cost of insurance rates and driving doctors out of the state. Critics say insurance companies are to blame and awards should be given by jury members.
