State legislators today questioned the
fairness of a complex standard that educational administrators
developed to measure a school district`s efficiency and possibly
determine the survival of small high schools.
The efficiency model is a key component of the education
overhaul plan that the Arkansas Association of Educational
Administrators has proposed as an alternative to Governor
Huckabee`s plan for school reform.
The administrators` plan does not set a minimum school district
size for mandatory consolidation, but would subject districts to
consolidation under an existing law by ranking school efficiency by
an index of 13 measure of student achievement, 14 measures of
educational and administrative costs and one measure based on the
number of students receiving free and reduced-cost meals.
Some legislators question the wisdom of a standard that would
let some better-performing high schools survive even though they
operate at exhorbitant costs.
