Lottery will be the biggest issue facing legislators this session. That’s according to the speaker of the house and president of the senate who spoke to reporters today. House Speaker Robbie Wills said legislators are in 99% agreement on the how the lottery will be handled administratively. Wills said they would like to see an independent board determine the games and how much of the proceeds will be used for prizes. The debate could come on which students would receive scholarships or if the money should be used to expand existing scholarship programs.
