The House transportation committee voted 8-8 on HB1537 which sought to restrict the sale of salvaged vehicles to Arkansans only.
Representative Terry Rice (R-Waldron) said having the marketplace open to sellers from outside of Arkansas is not a bad idea, but said he has concerns about possible consumer problems.
However, representative Darrin Williams (D-Little Rock) said the bill was designed to limit competition, in direct contrast to legislation he passed in 2011 to open up the salvage vehicle marketplace to anyone around the world.
"I know what consumer protection legislation looks like, this isn't it," Williams told the committee.
Rice says he is unsure whether he will bring the bill back up again.
"It got a good hearing, we took almost three hours of testimony, it just didn't work out today," Rice says.
