Conway Co. Man Arrested for Animal Cruelty

Conway county deputies arrested the owner of four horses reported as abused and neglected.
Neighbors in the St. Vincent community in Conway County spent months trying to get help for the horses.

Witnesses reported seeing the animals eat the bark off nearby trees  because they were so hungry. Their owner, Jerome Moore now faces 4 counts of animal cruelty.

Authorities say he gave the animals to caretakers and they're trying to see if they can nurse the horses back to health.

SB13 provides that an investigation by any non-law enforcement officer is criminal with a $5000 fine. There is no requirement that the investigation be unlawful. The story said those neighbors complained and provided evidence for months. How is that not an investigation?

I don't think that you can necessarily prosecute them based on driving by and seeing these horses struggling. I wouldn't call a common observation an unlawful investigation.

Thankfully our senate is doing something to stop this problem. These nosy neighbors could be prosecuted for unlawful investigation of animal abuse under SB13.
