The Arkansas State Claims Commission has ordered DHS to pay $1.5 million to the family of a man who was murdered in 2009.

The Claims Commission determined in November that the Department of Human Services was liable in the death of 67-year-old Maurice Clark, who was murdered by 17-year-old Antonio Terry in June 2009.

Terry was previously released from the juvenile detention center against the recommendations of multiple staff members.

The Claims Commission reached the decision for payment unanimously for "'pain and suffering' of the deceased and the 'mental anguish' this unnecessary death caused the Claimant."
