Muhammad Islam was shot and killed while working at the Big Red Food Mart in September.
The store did not have a working video surveillance system at the time of the shooting, but has since installed one.
The ordinance, discussed at Monday's city council meeting, would require gas stations and fast food restaurants to keep and maintain a video system, with violations resulting in fines of up to $1,000.
