Little Rock Police Officer Charged with Manslaughter in Suspect's Shooting Death

A Little Rock police officer has been charged with manslaughter in the August shooting death of a suspect.

Officer Josh Hastings, 26, has been relieved of duty pending administrative proceedings.

Bobby Moore, 15, was shot and killed on August 12th after police saw two people breaking into parked cars at the Shadow Lake apartments off West Markham.

In a news release today, the Little Rock Police Department revealed the findings of its two investigations.

Chief Stuart Thomas said he reviewed those findings by the Major Crimes Division and the Internal Affairs Unit and "concluded that the incident did not occur in the manner represented by the officer and that the use of deadly force did not conform to Departmental Orders."

Officer Hastings had who said the car was rolling towards him when he fired his service weapon.
Police said the evidence showed that Moore was trying to drive away from the officer rather than towards him when the shots that killed him were fired.

The investigations found that the vehicle Moore was driving had actually stopped several feet from Hastings and Moore was in the process of backing up when the shots were fired.
