Clamping down on a terrible problem or unleashing a new threat? What`s really behind house bill 1561? That`s what two dozen animal activists groups say they want to know about the measure sponsored by Representative Buddy Blair of Fort Smith. Kay Jordan of the Pulaski County Humane Society is concerned the bill would let the shooting of strays go unpunished and overload police departments by transfering all cruelty case investigation to them. Blair says his goal with the bill is to address the mindset that allows for abuse. That`s why psychiatric counseling is mandated in the measure. Blair also says he`s willing to compromise with those who care for these needy creatures, so the measure may be amended.
