Consultant Criticizes Education Department Organization

A consultant is reporting that the Arkansas Education Department isn`t properly organized to carry out the overhaul of the state`s school system. Consultant James R. Smith told legislators Monday that workers are underpaid, the department has poor management and that the agency has more than its share of communications problems. Department director Ken James says he agrees with most of the findings of a $169,000 study. James says the department needs better focus and that the study will lead to changes.
