The Clinton Presidential Library won a ruling
from a judge that it qualifies for state economic incentives. The
library sued after the state denied its claim for three-point-five
(m) million dollars.
Pulaski County Circuit Judge Willard Proctor Junior ruled that
the state Department of Economic Development improperly denied the
nonprofit foundation`s 2002 application. Proctor says the Arkansas
Enterprise Zone Act made no distinction at the time between
for-profit or nonprofit businesses.
The state claimed only for-profit businesses qualified for the
incentives.
The state Department of Economic Development says it is
evaluating the ruling and may appeal the decision to the Arkansas
Supreme Court.
