Early voting for the May 18th primaries began Monday, but a few Arkansas counties experienced delays and alleged problems in Phillips County have prompted a lawsuit. Phillips, Craighead and Clark counties all reported one-day delays, while election officials in St. Francis County still were not sure when early voting would begin there. St. Francis County ballots were expected to arrive from the printers Friday or Saturday. Officials disagreed over whether a fifth county, Polk, had experienced problems. In Phillips County, James Valley, a county quorum court member and candidate in the primary, sued the county Monday over the one-day delay in early voting there. Valley asks that extra voting hours be added to make up for the missed time.
