Arkansas school funding report to be released Friday, masters say

Special masters appointed by the Arkansas Supreme Court are expected to release their report Friday, evaluating the state`s efforts to fix its unconstitutional school finance system. The Legislature met in special session this winter to try to comply with the court`s order. The legislators voted to consolidate all school districts with 350 students or fewer and raised sales taxes and other levies to pay for improvements. The two special masters were named to review their work and determine if the legislators` actions complied with the court`s November 2002 ruling. Former high court justices Bradley Jesson and David Newbern declined to give details of the report, which is based on their review of legislative acts, depositions and nearly 20 hours of testimony.
