The Pulaski County judge who ruled in 2001
that Arkansas` school-funding system was unconstitutional filed
papers today for a position on the state Supreme Court.
Judge Collins Kilgore of Little Rock handled the court case that
triggered wholesale changes in Arkansas` public school system.
The Supreme Court in 2002 largely upheld his decision, and
legislators this year approved the largest tax increase in state
history to raise more money for schools.
Legislators also changed the school-funding formula and declared
schools Arkansas` Number One spending priority.
Kilgore entered the race for Position Four on the Arkansas
Supreme Court. Already in the race are Paul Danielson of Booneville
and Judge Jim Gunter of Hope.
