A school district consolidation opponent who
threatened to sue the state says he may not have enough support or
money to file a complaint.
Jimmy Cunningham says about 15 districts have agreed to join him
in the suit. But he said he wants twice that number. Cunningham is
superintendent of the 295-student Plainview-Rover District.
A new state law requires school districts with fewer than 350
students to consolidate their administration with another district.
The law was passed during a contentious special legislative
session, at the heart of which was the issue of consolidation.

already decided to consolidate with or become annexed into other
districts.
