Pulaski County Animal Services says that it plans to charge a horse owner with nine counts of animal cruelty and neglect Wednesday. Authorities found a dead horse on the owner`s property yesterday. That`s the second dead horse found there since Friday. The Pulaski County Human Society said there are seven remaining horses that are showing signs of malnutrition and neglect as well as split and cracked hooves. Officials from the society said one of the horses had been dead for a few weeks the other for at least two months. A volunteer has taken the remaining animals and she said she would get them food. There was hay in the barn but a board kept the horses from it. The charges are misdemeanors. Each count carries a maximum five thousand dollar fine and one year in jail.
