Governor Huckabee says if the Legislature won`t consolidate public school districts in Arkansas, he`ll try to do so on his own. Legislators return to a special session Monday, after a four-day break. Before the holiday, legislators advanced measures that might yield tough new school accountability and a new school-funding formula to replace the unconstitutional old scheme. The governor maintains that reorganizing public schools is the key to improving education in Arkansas. Huckabee has renewed his threat from the summer to lead a drive for consolidation by initiated act if lawmakers fail to merge small schools. The governor`s proposal now before the Legislature, would consolidate districts with fewer than 500 students -- down from the 15-hundred threshold he first offered a year ago.
