Convicted Sex Offenders- Innocent Until Proven Guilty - Again?

A sex assault case out of Hot Springs is making many question the way convicted sex offenders are handled in Arkansas. Forty-three year old David Wayne Hale`s been convicted of rape 3 times. Tuesday police arrested him again after a teenage girl accused him of fondling her. At the time, Hale`s address was not properly registered with police. In Little Rock, officers say the majority of offenders re-entering society do follow the rules. Out of 209 offenders in the city, 18 are facing arrest for failing to register. Police say that`s a very small, very targetable group.
