Help Available to Pay Utility Bills for Low Income Arkansans

Central Arkansas Development Council will hold mass intake days for the regular Low Income Home Energy Assistance Program (LIHEAP) January 10 thru January 14 in Pulaski, Ouachita, Union and Columbia counties.

This program assists households with home energy and heating bills. Eligible households must meet income guidelines and furnish proof of all household income for the month prior to applying. Shut off notices will not be accepted.

All applications will be accepted on a first come, first served walk in basis.

In Pulaski County, the Mass Intake Day will be held Monday & Tuesday, Jan. 10-11th at the Arkansas State Fairgrounds Arts and Crafts Building, 2600 Howard St in Little Rock, from 9 am to 2 p.m.

In Ouachita County, the Mass Intake Day will be held Wednesday, January 12th from 9 a.m. until 2 p.m. at the Carnes Park, Teen Town Building, 955 Adams Street in Camden.

In Union County, the Mass Intake Day will be held Thursday, January 13 from 8 a.m. until Noon at the Boys and Girls Club, 1201 W. Ware in El Dorado.

In Columbia County, the Mass Intake Day will be held Friday, January 14th from 9 a.m. until 2 p.m. at the CW Easter Foundation building 902 E. McKissack in Waldo.

Persons, including elderly and disabled who previously received LIHEAP forms in the mail do not need to attend LIHEAP Day. All households receiving food stamps are potentially eligible to receive this assistance; however, the program is not limited to food stamp recipients.

LIHEAP applications are accepted on a first come, first serve walk-in Monday thru Wednesday from 8 a.m. to Noon in Calhoun, Clark, Columbia, Dallas, Hot Spring, Lonoke, Ouachita, Saline, and Union Counties.

In Calhoun County, applications are accepted at the CADC Hampton Office, 210 S. Lee St. Call

In Clark County, applications are accepted at the Arkadelphia Housing Authority, 670 S. 6th Street. Call 870-246-8089.

In Columbia County, applications are accepted at the CADC Magnolia Office, 1503 N. Vine St.. Call 870-234-6444.

In Dallas County, applications are accepted at the CADC Fordyce Office, 410 E. 4th St. Call 870-352-8894.

In Hot Spring County, applications are accepted at the Malvern Workforce Center, 1735 E. Sullenberger. Call 501-337-8401.

In Lonoke County, applications are accepted at the CADC Lonoke Office, 117 S. E. Front St. Applications are also accepted by appointment only at the Cabot Workforce Center, #1 City Plaza, Suite C. To make an appointment, call 501-676-0019 or 1-800-406-5562.

In Ouachita County, applications are accepted at the CADC Camden Office at 313 Jefferson St. SW. Call 870-836-3200.

In Saline County, applications are accepted at the Benton Workforce Center, 400 Edison Street. Call 501-315-0885.

In Union County, applications are accepted at the CADC El Dorado Office, 1426 NW Ave. Call 870-864-0067.

In Montgomery County, applications are accepted from 8 a.m. to Noon on Wednesdays at the CADC Mt. Ida SCAT office, 112 Hwy 270 W, Suite 10. Call 870-867-2313.  

In Pike County, applications are accepted from 8 a.m. to Noon on Tuesdays at the CADC Glenwood Senior Activity Center, 229  Betty St. Call 870-356-4212. Applications are accepted on Mondays, from 8 a.m. to Noon at the CADC Murfreesboro Senior Activity Center, 120 E. Court, Ste. A. Call 870-285-2312.

In Pulaski County, applications are accepted by appointment only at the following locations:
  • Department of Human Services, 1101 Dr. Martin Luther King Jr. Drive; Department of Human Services, 1900 East Washington Avenue. Appointments can be made by calling 501-603-0909.
  • Applications are accepted by appointment and on a walk-in basis at the Jacksonville Workforce Center, #2 Crestview in Jacksonville. Call 501-603-0909 for more information.
Also in Pulaski County, applications are accepted by walk-in only at the following locations:
  • Little Rock Workforce Center, 5401 S. University
  • North Little Rock Workforce Center, 3901 McCain Park Rd., Suite 102. Applications are accepted Monday thru Wednesday 8 a.m. until Noon.
Applicants for LIHEAP assistance must meet income guidelines. For a household of 1, monthly countable income is $1,354. For each additional person in the household, add $468. Countable income includes check stubs, child support, unemployment, housing utility assistance, SSI, SSA, TEA, VAS and retirement benefits.

To apply for assistance, the household should bring a copy of the current utility bill, social security numbers, and proof-of- income and date of birth for all household members. Clients must have a working knowledge of household resources. Additional information may be required during the interview process. Failure to provide verification requested may result in delay or denial of assistance. Allow agency 35 days to make payment. For more information, call your local CADC office.
