Arkansas Lottery Scratch-off's Arrive!

With the start of the Arkansas Scholarship Lottery now just two weeks away, a special delivery was made in Little Rock today.
26-million scratch-off tickets arrived by tractor-trailer truck to a distribution center.
With a police escort, the 48-million dollars worth of scratch-offs were delivered and taken off the truck in red-carpet style by the State Lottery Commission.
First off the truck, one of the first four games to be played.
"This is our 3 Times Lucky ticket," said Lottery Executive Director Ernie Passailaigue.
Prizes for the first four games will range from $3,000 to $100,000, and 25-to-30-percent of the proceeds will go to scholarships.
There will be one dollar, two dollar and five dollar scratch-off tickets available on the start date of September 28th.
"You're seeing the fastest start up in lottery history," said Passailaigue, who credits the Commission.
"We have the finest lottery director in America," says Ray Thornton, the Lottery Commission Chair. Thornton says it would have never started this fast without Passailaigue.
Passailaigue acknowledged today he knows they've been under pressure.
"They've taken their fair share of heat from the press," he says. Passailaigue's goal is to have 1,500 stores across the state selling the tickets by the launch date, but he's not there yet.
"I think around 11-hundred have passed some of the checks or all of the checks," he says.
60-percent of the lottery money goes to the prizes, while six-percent will go to retailers who will be selling the tickets.
