Qualifying counties: Baxter, Benton, Boone, Carroll, Clay, Cleburne, Conway, Craighead, Crawford, Cross, Franklin, Fulton, Greene, Independence, Izard, Jackson, Johnson, Lawrence, Madison, Marion, Mississippi, Newton, Poinsett, Pope, Randolph, Searcy, Sharp, Stone, Van Buren, and Washington.
