The Arkansas State Lottery Commission held its first meeting on Tuesday.

The nine-member panel appointed former U.S. Congressman Ray Thornton as its chairman.

Lt. Governor Bill Halter encouraged the commission to act quickly. He said for every day a lottery ticket is not sold, the state loses $250,000 for scholarships.

Thornton says the commission will act quickly and believes the first ticket could be sold by the end of the year.
