Lawmakers are set to debate another controversial measure on Tuesday: charter schools.

A Republican-backed bill would create a separate commission to approve and govern charter schools.

Sponsors say it's necessary to promote innovation and push public schools to perform at a higher level.

But house Democrats and Governor Mike Beebe are concerned about the measure, saying more charters could be a bad thing for rural schools.
